      Usually when a rose isn’t blooming it is due to low light. If your plant isn’t in shade make sure you are not over fertilizing with Nitrogen. This causes nice green growth and can prohibit buds. Double check to make sure the rootstock isn’t growing. Unusually tall stems growing from soil level should be cut off. This means the rootstock is taking “energy” from the desirable plant. Hope this helps. Send pictures if you would like!
